If you are unsure, say exactly what is working and what is not. For example, if the cooker is on but the sockets are dead, or the lights upstairs are gone but the rest of the house is fine, that points more strongly to an internal fault than an ESB outage.

Can I keep using part of the house until the electrician arrives

Sometimes, but only if the unaffected circuits are clearly separate and there are no signs of heat, burning, buzzing, or water damage. If there is any doubt, isolate the power and wait. Convenience is never worth pushing a fault that may be getting worse.

What should I do before I call

Have a quick look at the consumer unit, note which switches have tripped, and check whether the issue affects the whole property or only part of it. Unplug any appliance you suspect was in use when the fault happened, especially kettles, toasters, heaters, washing machines, and outdoor tools.

Then make the call with a clear description. That gives the electrician a much better starting point and often speeds up fault-finding once on site.
